I don't think most blacks would be comfortable with making less than minimum wage.

That's why you can't look at this in a vacuum; despite your belief that "this isn't about welfare or jobs," those two things are critical components of the whole immigration/unemployment problem.
1) Crackdown on companies employing illegals.
2) Those companies are forced to pay employees compliant to their state's standards.
3) Slash welfare benefits across the board- at the very least to the point where the sum total of those benefits is significantly less attractive than a 40-hour minimum-wage work week.
Do those three things and jobs which would have previously been overlooked/dismissed by legal citizens will become much more attractive and viable options.
