It's called the "Who we gonna blame now" syndrome.
Can't run a city when there's no tax base big enough to do so and most residents are sitting around with their hands out looking for the government to subsidize them.

Fifty years ago, I was in college in East Tennessee. I looked up one day and this Black gentleman was walking across my lawn and came to my door. I opened the door and talked to him. He was a Nigerian, selling home utensils, door to door. I was surprised to see it.
I saw another Nigerian business man on TV a few years ago. He was telling us the ease of getting rich in America. He said, if you will work and live thrifty, you can get rich in America.

That’s the very implication of complaining about “white flight”, for in case you haven’t noticed. It’s basically an admission that black people can’t keep a city functioning after white peoples leave.
