I'd definitely put another vote in for Kansas City. Metro population of 2.3 million and it takes me 15 minutes to and from work everyday. There are only really 2 places on the highways that jam up in the evening and even then it'll only add 15 minutes or so to the commute

I just recently breezed through Albuquerque on Friday at about 5pm on I-40... Speed never less than 60mph. 6 lanes of freeway should give you minimum delay though for that size city though.

I hated San Antonio when I went through in May... but there were 3 separate accidents on their loop and at least one shut down their loop making everyone exit.
