I don't know or care about the history of this trashy fashion statement, but I don't think I've ever seen an inmate wearing a belt in La. I can't imagine anywhere that a prisoner is allowed a belt.

I've gone from disgust to amusement on this one. It's just funny to see some regressive anthropomorph waddling down the street clutching his pants like a three-year old about to go potty. Plus, let's face it, sagging pants is an easy marker of the primative being, quickly signaling that the wearer is someone to avoid sharing breathing space with.
