Chicken or the egg. Educate better and provide tools for a better career. Leads to less cultural degradation and better denominator.

You might be surprised about some of it. My high school in Louisiana was more disciplined, in general, than the high school I am teaching at here.
I'm also not in danger of getting shot by a student, though, so there certainly are some cultural differences.
