Spitballing it here, but one more possibility is the shop can’t find anyone to actually do the work. Or finish the work perhaps. If bodyman A started the job and got a 1/3 of the way through it, he likely took a draw on his hrs., especially if he’s working on commission, and he quit and moved to a different shop. Then bodyman B comes in and picks up where the other left off. Then the scenario repeats itself. Now, the shop has paid out the lions share of the metal/mechanical repair $$$ and the truck isn’t finished. Most bodymen don’t like coming in behind someone else’s work, especially unfinished work. More especially work that doesn’t have the $$$ behind it. And, bodymen will move to a different shop at the drop of a hat if the grass appears greener on that side of the fence. Although this scenario is likely in your case, it’s possible. Especially in a smaller shop.
