It first needs those 3 to be a wetland.
Significant Nexus is the easy step for the Corps, because they can claim whatever they want to make it jurisdictional (remember physical, chemical, and biological connectivity). Then your only recourse is to drag them through appeals and potential to court.

I did a public records request for report from environmental consulting group parish hired. They parish government says they don’t have any records. I called consultants. They said that they submitted the report but couldn’t give me copy. Guess I have no options but to get attorney. Also did calls but no one returns them. Ridiculous. Can’t understand why I shouldn’t see report.

Of course they won't.
It's a shame, but the government is going to give you the run around, and the consultant isn't going to give it to you since you aren't their client. Unless the parish tells them they can release it to you, you aren't getting it without getting an attorney involved.

I would ask what Parish your property is in, but
A) you may be reluctant to answer
and B) I can see this shite going on in any of the 64 fiefdoms in LA.
It must be incredibly frustrating to be in your situation.

Parish finally responded to multiple calls after I pushed a few buttons with public information request. Their response was something I already knew. It’s wetlands and they didn’t want to pursue the cost to fix issue they caused .No one notified me. I mentioned word litigate if they could not pursue a more reasonable solution to problem they caused. They hung up the phone !
