the outlet still wouldn't make noise the "faulty" appliance or part would.

I see 220v receptacles that fail all the time. See video attached in earlier post.

Many techs should, their schematics don't look too complicated. I don't know anyone factory trained on them, they just aren't as common as other makes. It's like something made from Aga-Marvel people have them and they aren't complicated, but almost no one advertises they fix them, or has factory training on them. But repair manuals are out their and most good techs will actually get the manuals beforehand and familiarize themselves with the unit before diagnostics.
