Cabo is great but don't expect the locals to throw pussy at you. I found Cabo to be mostly old men fishing and young chicks with their families. Spring Break could get a little crazy though I'm sure.
If you're looking to get laid with some hotties, I would suggest Peru or Colombia. For beach fun, you can't beat the Dominican Republic.

Just checked. It was only 30 years ago. Taxi from the El Presidente to Los Cabos was a buck!

Spring break there is great. Tons of kids from west coast schools, especially ASU and Arizona when I went. There's sketchy Mexican drug dealers on the beach and by the marina that will sell you every drug under the sun as well
