HOAs can mandate dish locations though.
The HOA can ONLY stipulate the dish not intrude into a common area, or if the building is a registered historical building.
Otherwise, the local OTA antenna can extend up to 12' above the top roofline of the house.
When I moved in to my home, the CC&R's forbid them. I immediately whipped out my dick and stirred up a hornet's nest by putting up an antenna to pick up over the air HD.
That was so much fun!
