By the regulatory level. Same people that make sure you not selling cat meat or not hiring illegals or have a valid liquor license, etc. They could be fined or lose license if caught. This won’t be cops doing spot checks.
You also have to remember patrons will want to feel safe and not visit a restaurant packed full. In the day of social media, it would not be a smart business move to have a pic on Facebook with a full restaurant.
