It looked like the guy was getting shot at first but he was actually twitching from being tased and shooting at the cops.

Yeah, I think you're right. The far cop just ran. I can't see any sign of shots from the right-most cop until he ducked and started moving right. I think he shot twice.
The rest of those shots (prior to the tazer officers gun firing) were from the suspect shooting blind, and the officer with the tazer took care of business while his buddies were either running or trying to figure things out.
Extraneous thought: What's worse than getting shot? Getting tazed while you're getting shot.

Generally the black community rallies behind the incidents where there is video that started rolling AFTER the initial non compliance. That way there is no proof the dumbarse deserved the treatment they got and they can rally behind the little angel that the officers shot without any warning.
