Someone educate me with what makes this legally enforceable. Do they arrest you if you are caught trying to enter or leave the zone? The National Guard can't arrest people, right? Are they authorized to shoot at American Citizens?

The National Guard is unique from the active component in that riot control is required training. They usually assist law enforcement who are doing the actually arrest. They can shoot in self defense.

They very well could arrest you. There is a Military Police division
