You are making big assumptions based on the picture. The owner and dog could have been picked up by a boat willing to take pets. After they are picked up they get dropped off at the closest safe space at the time so the boaters can turn around and pick up others. Just getting dropped off at the first location does not mean you are rescued. The water could still be rising and compromise that drop off spot forcing you to leave that spot before finding a dog friendly lift. The first drop off location could still be surrounded by water so it may not be feasible to walk out even if you wanted to. The NG could have been responsible for moving every one from that location to a shelter and they do not allow pets.
You really have no idea by just looking at the picture. Maybe the owner tied up the dog and jumped in another boat to help rescue others with every intention of returning to pick up his dog. The fact that he left food/water shows he cares about the dog.

No, but you seem like the type of person who very much enjoy putting your pet snake up your arse. That would be my suggestion if you ever have to evacuate with your snake.

Oh, I've already acknowledged that I'm making an assumption, and yes it could be wrong. But I also think it's a rather safe assumption to be correct. You could very well be correct but if we all had to bet, I'm guessing we'd bet the more likely scenario is not what you said.
