What would happen if you detonated a subsurface clean nuclear weapon 10-15 miles off of their coast?

No, rough waves...however, if you nuked the rough shale mountains of the azores, you could send 400 foot tidal waves into the east coast killing a 100 million people in just a few hours

No.
Tidal waves are actually a misnomer. They are caused by massive geologic activity that literally moved the seafloor.
The one in Indonesia raised the seabed almost 5 meters for a distance of several hundred kilometers.
