There is no reason to expect commercials to reflect proportions in society. If a company wants their products to appeal to a broad population, they will show diversity in the people in their commercials.
Since there are usually only a handful of people in most commercials, that means that you are going to see minority groups seemingly overrepresented.

Interesting graph, but why fall for this race-baiting? This was drawn up to create false outrage against an issue that is artificially sustained by the powers that be. The only way to defeat racism is to refuse to participate in it. It's only an issue to those who want to continue to use it and every other means available to divide us. Don't fall for the "outrage trap." Be smarter.

It used to be that way but not anymore. My good friend is a chief creative officer at an NYC ad agency, and when this whole thing started, they began getting regularly called out for situations where they cast a white person and could've chosen a black person. The people coming after them were actually internal equity and diversity people. It didn't matter if it was a product most often used by white people, which runs counter to marketing 101.
