Don't tell anybody, because this is TOP SECRET. Our new strategy is to drop a bomb outside of the city to avoid collateral damage. Then ISIS terrorist will go inside to get a bite to eat while waiting out the barrage outside of town. We don't think they will suspect foul play. WINNING!
