I guess. But that seems to be a slippery slope. I know I've had a few cocktails while watching my kids and their friends play in the front yard. Could be arrested for child endangerment? If that is the case damn near every parent I knew growing up "endangered" every child in the neighborhood at some point. (Luckily, we turned out)
Perhaps she was arrested for refusing to leave?

she was given 2 options...call someone to come pick her up or leave with the cop in handcuffs. The annoying drunk bitch kept delaying making a call for someone to pick her up. Eventually a decision has to be made. It seemed like it was close to the time school lets out so the people thinking she could be drunk from the night before were wrong. Also the administrators said she was fine early in the day.
