Fair, but the event is still possible, and the insurance rate is commensurate with the risk of the event happening. The people who have "almost no chance" of flooding will pay incredibly low rates for flood insurance. That is how insurance works. If you choose to opt out, the risk doesn't go away. You're taking a gamble. I've honestly got no qualms about people using FEMA aid - that is why it exists - but the excuses as to why they didn't have flood insurance or why they didn't self-insure are useless.

so others want my photos and yearbooks?

I don't have a whole lot of stuff. gave away tons on my last move. only have essentials nowadays. live a much simpler life without a bunch of crap I rarely used.
