19 year old mother.
I am not saying all 19 year old mothers are bad parents, but there are 19 year olds who can barely take care of themselves and this girl sounds like one who shouldn't be responsible for anyone else's lives (obviously), but how stupid is it to tell the doctor "they passed out after smelling flowers"?
It seems to be a common thing, in terms of the parent leaving kid in car overnight while she goes stay the night with someone. There could be many reasons why they do it, but my first thought is... what would a mother do that is more important than her kids... And I can't help but think.. Looking for there next hit.. Either way, that pitiful.

The police need to investigate. If they cannot prove that the mom WANTED to kill her children, then this is an accident . Her emotional life is over. That will be penance enough.

AT THE VERY LEAST, she is guilty of just plain negligence.
