Yeah they just use 100 per gram.
I think the reasoning is when you rock it up you should be yielding around $100 per gram in "rocks".

The drug bust approximations are always inflated because it is the total "street value" of the drugs.
So, the guy selling kilos will not see $1.3 million, but after its broken down and sold by smaller and smaller dealers, those kilos will have generated a total of around $1.3 million to everyone involved. Even then it's still high, but that's the idea.
