What if Saints offer better players and more picks and Texans like that deal better? Do Texans ultimately have the final say in the deal? How does that work?

Falcons have a better 1st and they'll have a better 1st next year

The Texans ultimately have to agree to trade him, but they've preliminarily accepted each team's offer.
Watson just has to decide which one he's willing to waive his no trade clause for.

Deshaun and Kamara may both miss 4 games or more

No. Watson has a No Trade Clause. He can refuse to go to the Saints and then it wouldn't matter what we offer.
