What exact rule did the Saints break?

Im not advocating a bounty program but what actual NFL rule did it break? I know the rule about no compensation outside of normal salary and bonuses but if players pool a few bucks, is that the team paying additional money?
Regarding the hits themselves:
Doesnt the NFL already have means of policing illegal or dirty hits?
1. Flag/ejection during the game
2. Review of film/ assesment of fines or suspensions during the week after the games.
To my knowledge we didnt get any suspensions handed out by the NFL due to the supposed "dirty hits". Certainly those game films were reviewed shortly thereafter and were deemed to not have anything out of the ordinary.

They will have to develop a better system for suspensions. We can't have a legal monopoly and have one guy be able to ban people forever.

The following week, in the NFC Championship Game against the Minnesota Vikings, Saints defensive players were assessed $30,000 in fines for four separate illegal hits, several of which were directed against quarterback Brett Favre.
5. Coach Williams now acknowledges that when he was first questioned about this matter in early 2010 he intentionally misled NFL investigators and made no effort to stop the program after he became aware of the league’s investigation.
6. Coach Williams further confirmed that the program continued during the 2010 and 2011 seasons, and that he occasionally contributed funds to the pool in each of those seasons.

Is it illegal for just the players themselves to get together and pay amongst themselves for the best performances?

Probably so, but Gregg put up money and helped run the program, including deciding which players got paid what for each act.

by that report, it was just williams, vitt, and players. not the organization.
