Fox and CBS have the ability to trade games. I noticed an AFC team playing on the road a few weeks back and the game was on fox.

Cross-Flex

The key NFC matchup between the Seahawks and Panthers will air on CBS as part of the NFL’s new “cross-flexing.”

Oct. 26 game at Carolina will be on CBS instead of Fox, which owns the NFC package. The policy change in the current TV rights agreement aims to gain bigger audiences for appealing games. CBS owns the AFC package.

That's how it's always been. Home team in an AFC V. NFC game determines what station it's on. If it's an NFC team it's on CBS. Been like that as long as I can Remember

It is actually opposite, the away team determines if Fox or CBS covers the game. With the exception of this cross flexing rule.
