I feel like the Saints are likely to be #1 on his list.
If he says he's ok with 2 or all 3, it will come down exclusively to offers and then things get dicey.
If he REALLY wanted to screw Houston, and give his new team some help, he could say "I will only waive my No Trade Clause for _____", giving that team some leverage back.
