True, but he doesn't need to be. He just needs to keep getting behind db's, & also keep the Safeties from cheating up due to the threat of Ginn's speed.
He was a legit #2 in 2017 when he was healthy all year. I don't think his 2019 numbers will be as good as 2017, but he should have a bounce back year in 2019 if he has good luck with health.
