Rule Question about foot on the line

Why does it matter if his foot touched the ground if he jumped in the air and caught it and threw it back?

It's so you can't run yards deep into the end zone and throw it back while jumping. Makes more sense further into the end zone, but you can't really word it "you can't step into the end zone and throw it back, though the toes on the line is okay"

He has to re-establish both feet in play before touching the ball once he goes in the endzone.
