Is "Dead Cap Money" ever just a Cap Penalty and not checks that Gayle ever had to write?

Does some amount of non-guaranteed "Dead Cap Money" benefit Gayle from paying another $5-$10M a year in checks to players?

I believe dead money is only cap related and not actually money paid to anyone. I think it’s irrelevant to Gayle.
