both of you are correct
loss is on payton because he played to sit on the lead and trust his over rated defense, he also got way too cute with the play calling and thats what stalled most drives.
thats what allowed the game to be so close when by all rights it never should have been.
then your point is correct, the refs cheated to steal the game from us, but that was only possible because of paytons poor coaching decisions
