I dont agree with this, because as far as the coaching staff is concerned - the business side is a big headache for them
Why wouldnt Payton bitch? It is not his call as to whether Ellis is signed or not, and he wants what is best for the team - which is Ellis suited up and on the practice field
For all we know he was bitching at the front office just the same to come to an agreement and sign the kid
