No. The NFL is rewarding cities for building new stadiums. New Jersey, San Fran, Houston, Minneapolis, and Atlanta have been the hosts since NOLA last have (also PHX), and all have stadiums that are under 10 years old, and were under 5 when they hosted.
Your stance doesn't even make sense, since we were just awarded the 2024 Super Bowl.

Exactly. Tons of money involved here that prevents any type of regular rotation. You have to use the carrot of hosting a Super Bowl in order to get local governments to fork over untold millions to help fund new stadiums.

Punished so much we got another super bowl. The game and venue I would bet rank about number 5 on the list of things the NFL cares about for a super bowl. The game is kind of andrew thought when it comes to hosting.

Outside of Vegas, no city is setup so well for the Superbowl. New Orleans would top Vegas because Vegas would not offer as much to get the game. They are already sold out that weekend with a huge gambling total so the game is not worth as much to them.
Location wise, most hotel rooms and most top restaurants and attractions are practically walking distance. The nearby convention center is perfect for the NFL Experience events.
Most owners love it here EXCEPT that they need to use the game to get stadiums built.

I think I can safely say that the NFL has punished us enough after last year's ending. We are even.
