Looking at rotation players only, and only evaluating for this year.
Suns

Impact: Lakers improve.
Clippers
In: Gordon, Hyland, Plumlee
Out: Jackson, Wall, Kennard

Mavericks
In: Irving
Out: Finney-Smith, Dinwiddie
Impact: Little better (not a Kyrie fan)

I think Grizz gave up Danny Green to get kennard.

Richardson is better than Kennard.
Kennard can shoot....and that's basically it.
Richardson is a two-way jack of all trades, master of none. But if he were a master of some he'd be 2x the price and a starter somewhere.

Yeah, I guess barely a rotation guy now. Edited to update.

This is the last ride for CP3. Will be fitting when BI eliminates KD(and CP) in the semis.

Grizzlies added some shooting, thats it. I like kennard. I wanted the pels to get him but he isn't the difference between the Grizz making a run or not. Superstars like Durant are difference makers

Also the clippers moves are meh. Nothing game changing happened there. Theyre marginally better if you believe KL and PG can be healthy

I agree, nothing game changing. I think the changing of the guards is pretty much a wash, but Plumlee is a nice pickup as a backup big.

Same with the Warriors. They are marginally better at best after adding GP2
The only teams that likely vastly improved were the Mavs and Suns. The Lakers are probably in the next tier by themselves, maybe the Clips too, and then you have the rest of the marginally improved teams

Game changing, no, but Bones and Gordon are better versions of what they had and fit needs well.
With Bones having the ability to continue growing into a starter in this league
