But if players are measured at the combine with shoes on, they will wear inserts or special shoes to measure as taller, so as to improve their draft prospects. That's why they need to measure without shoes.

Sure, but that doesn't change the fact that a player's functional height is the height that he is when he's on the court wearing shoes.
Having heights of both without shoes and shoes on is important to deter players from attempting to manipulate their height with things like lifts.

Just round up to nearest whole number for playing height in shoes. Adding 1.5-2 inches is, well, a stretch. Adding 1/2 inch is more realistic. So I’m giving Larry 6’8”.
