I always thought it was drugs, but you might be right. I used to be a pretty big fan of Simon's and have read quite a few interviews but have never seen one where he specifically addresses this song.

There's been a lot of discussion and debate about what that means and what Simon intended to the song to be about. I think in interviews, he has admitted that he doesn't really now and just left it vague.

Drugs was always kind of my "default" interpretation (i.e. dealing dope to schoolkids). However, the presentation of some of the other arguments in this thread are equally or even more likely. TBH I never really gave it a whole lot of thought.

Paul Simon spent a lot of time recording in Lafayette. Even wrote a song about it.

In fact, he was one of the founding members of Festival International de Lousiane.
