Let's look at the resume shall we?

-75 million records sold
-2 albums: All Eyez on Me and Greatest Hits among the best-selling in the US
-Consistently ranked among the most influential rappers of all-time across many publications(consensus)
-Rock and Roll Hall of Fame inductee
-Inducted into the National Recording Registry
-3 no. 1 pop albums
-4 top 40 hits(while living)
-No. 1 pop hit
-6 no. 1 rap hits(while living)
-5 top 10 R&B hits(while living)

Pac crossed over BIG TIME to the mainstream, the facts indicate he isn't overrated.

It appears he doesn't know what overrated means.

Biggie's flow kills Tupac's as well. Biggie was a better lyricist too IMO. He was a story teller while Pac was too preachy.

this is truth and not debatable. Biggie was a lyricist in the traditional east coast/hip hop style of rap. Pac was more style over substance, similar to the shite thats still popular these days.
