Tom Waits has written a ton of great songs. Definitely deserves to be in the conversation.

I'll go one further - he's one of the more underrated multi-instrumentalists of that era. Almost all of the guitars for Meatloaf, for example - including making the sound effect to sound like a motorcycle, among other production techniques. He was like the Bob Rock of his era, except with talent.
