1. No to electric set if you are serious about his playing.

2. I was trained by a jazz drummer and he insisted on 4 piece drum set. This required me to learn fundamentals extremely well, and adding anything else later was a piece of cake.

Maypex, tama, pdp, Ludwig, pearl all have entry level kits in the 500 price range.

My first set was a CP percussion., and they sounded fine with pinstripe heads (another hidden cost). Sunlite seems like a good idea.

Come to Ashley's music out here in prairiville. Lots of starter sets to choose from. They also have a used 7 piece pdp mapple with hardware/rack. I would check it out if I were you.

This. My son took lessons from Kozak in Shreveport, who was a well-trained professional percussionist. In his 80's, he could tear it up, particularly the vibes (he played percussion for Xavier Cugat way back when). Getting lessons from a jazz percussionist will help.

I've got Crackfight's original drum set sitting in the back of my office ... I get it out and pound on it every once in a while when I need to release some steam.

I got a Sonor 5 piece fusion set, which is a little smaller than a regular set. Sonor is a good kit and I think it was only like $450 for a shell pack. Got stands cheap on craigslist and bought cymbals used when I found a great deal on some good cymbals.
Yamaha, Tama, Ludwig, Pearl, Mapex, DW, all make entry level kits. I think an important part for a beginner is to get a decent snare. The Sonor came with a wood snare. A friend's Yamaha Stage Customs that were like $800, came with a steel snare. My snare sounds better.

One thing to remember is that the beginner set will have shitty cymbals, snare, heads. And that's perfectly fine, he's beginning. If he really enjoys it and stays with it, you can upgrade those later.
My first set was a TAMA, the overall set was nice, but the accessory stuff sucked, all beginner sets will be lacking there.

Also, if the noise factor is a problem. You can always get pads for it.
