It wasn't in the book. It was said clearly it was England. Where it was filmed has little to do with my issue.

Perhaps the writers wanted to reveal something about Charlie's character from the very start. He could have joined the other kids in the free for all, but chose not to maybe because he viewed it as stealing and he was an honest child? Remember at the end, his character is tested again and he brings back the gob stopper showing his worth.
Or here is another thought. Perhaps the store owner was in on it all along like Slugworth, and he too worked for Wonka? Then observing Charlie that he wasn't the greedy type and of high moral character, Wonka made sure that one of the chocolate bars with the golden ticket would end up in Charlie's hand by way of the candy store owner?

I always thought that he worked for / with wonka and made sure Charlie got the golden ticket.

I seriously have thought about this and just assumed that the rich parents had a line of credit with the Candy Man. Now if they went into the red with the Candy Man, well that is another story. He probably had goons with tire irons show up to pay the piper.
