Yes IV is Feldman and the twins. Also Feldman's sister in the movie is hot....Trish Jarvis.

The only thing about the first is that it didn't rely on supernatural capabilities for its killer. Aside from that, and the fact it's a great trivia question for people not familiar with it or never watched Scream (i.e. Who was the killer in the first Friday the 13th movie?), it's not the "Best" movie in the franchise.
Definitely not the worst either.
I'd say II is the best "horror" movie only because after that Jason becomes the supernatural, unkillable monster which isn't quite as frightening as a regular dude who turned maniacal due to childhood trauma.
