Couldn't have said it any better. 
The Saiyans are an elite warrior race. The Nemekians are powerful, but they are nothing compared to Saiyans. Frieza's race is so badass, they don't even have to train, and they're nearly on the level of Super Saiyans. You can't really compare Tien and Piccolo to that....

If Cell had been released on a different planet, one with more inherently stronger life forms, would he have been stronger than he was on Earth?
I guess what I mean to say, did he have a limit to his power? Could he, over time, have just continued to get stronger and stronger until he was the most powerful character in the universe?

Yes because he was part Saiyan. Just like almost dying made him stronger than before
