While I don't think that we'll see any of the main Batman characters on Arrow or Flash, I'm not sure that their absence would be due to FOX having the rights to everything Batman.
There was a stint during the animated Justice League where we lost the opportunities to see Robin, Nightwing, Batgirl, and Aquaman because DC/Warner had signed off exclusive TV deals for Batman and Aquaman. I don't know if we're in the same boat with FOX and Gotham.
We may just see the occasional Easter egg, as with Harley last season.

Stephen Amell said we will see another big Batman villain on Arrow this season so take that fwiw.
Also to the poster who asked about Barry on Arrow, if you plan to rewatch the pilot when it airs, the night before the CW is playing the 2 Arrow episodes that introduce Barry.
eta: the showrunners are super pissed about the pilot leaking. i actually think its helping create a lot of positive buzz for the show.

I'm with you. I think they with some people being able to see it prior to the scheduled running of the pilot, they now might convince someone who was on the fence about it to go ahead and catch the pilot. Seems like a good marketing ploy to me.

I assume everyone else noticed right away that Barry's dad was the actor who played the 1990s Flash right?

It was announced a while ago that he would be in the show, we just never knew what role he would be playing. A lot of people were hoping he would be Jay Garrick. Though with the showrunners The Flash has I wouldn't totally count out the possibility of Barry's dad being the original speedster.
