It's because he told his wife he would get the toy then lied about actually getting it. I think the wife is shitty in the movie, but Arnold got himself into the mess by 1. Not getting the toy when he said he would and 2. Telling her he got it weeks ago. I could see it being more convenient in the 90s for the dad, who has to drive into town everyday anyway, to be the one to pick up the toy.
