Personally, I thought she got worse and more unbearable simply because they did such a major -- and, more importantly, quick -- 180 on a character that had been portrayed as vain, self-centered, bitchy, vindictive, and just all-around unlikable. People do change, but her change was extreme and unbelievably fast. She was never a particularly interesting character, but my God she was insufferably boring by the end.

Ditto for Buffy but for whatever reason, they decided to tack on two more seasons.
Okay, that's a low blow. They're my least favorite seasons overall (some individual episodes were strong) but bad BtVS is still better than most dreck on TV.
Edit: As for the OP, as people have said, it's really mostly a personal choice. A few cross-overs make a lot more sense if you alternate episodes once "Angel" starts (S4 Buffy, S1 Angel), particularly the Faith crossover, but, as others have said, it's not at all critical. If you do choose to alternate seasons rather than individual episodes, go with the Buffy seasons first. Most of the significant cross-overs are from Buffy to Angel, so seeing what happened on Buffy that, or the previous, week will tell you more about what's happening on Angel. I can't recall a reverse situation where it mattered much at all what was happening on Angel.
Also, if you watch Angel S2 finale before Buffy S5 finale, massive spoiler. Kind of.
