I would say Sutur, Hela THEN Thanos. I am pretty sure one hit form Hela or Surtur would kill cap.

I don’t know how they could go from Thanos to someone like Red Skull or Dr Doom. That’s such a drop.

I don't know that anyone else (just movies) has shown nearly that much. Dormammu would own the others we've seen, unless they can outfox him.
Thanos gets the nod at 2, simply because he got pissed at Ronan with the Infinity Gem. Far as we knew, Ronan was set up to destroy the galaxy, and Thanos was just like "don't mess with me, boy". That's a ton of implicit power.
Surtur on Asgaard, I think trumps Ego. I think he can stab Ego in the brain.
Hela might come next; I think Hela can take Malekieth as long as she has Asgaard.
A couple notes and questions about the others we've seen...
Just how old is the Grandmaster? Remember, he said time is funny on Sakar, anywhere else he'd be millions of years old. But: Loki left Thor about an hour ago, and then said he'd been on Sakar for weeks. That means time moves FASTER on Sakar, which would make the Grandmaster even OLDER, not younger (if an hour equals weeks, than millions of years would equal many eons).
Also, about Hela and Surtur... Thor Ragnarok establishes that Asgaard is "where their people stand".
Surtur merely destroyed a place; Thor is still King of Asgaard.
Hela draws her strength from Asgaard, and Surtur is fated to destroy it.
Since Thor is still King, does this mean that Hela and Surtur still survive? Does it then follow that Surtur would seek out Thor to "finish the job"; and that Hela, if she has ambition, should purposely work to protect the Asgaardians? I mean, if you go by the definitions Odin laid out, this is entirely possible.

In the comics, Thanos and Odin fought each other, I think twice. I don't think they've established it in the movies. Though, the end credits of Thor 3 shows that Thor is about to meet Thanos.
