No. A final scene or epilogue do not count as an Easter Egg.
The playing card is an Easter Egg. Like Mentioning Stephen Strange. Or showing "Wayne Industries" in Man of Steel. It's all the same thing.
And it functioned the same as the post-credits scene in Winter Soldier, to give a nod for what's coming next. That's all.

Nope. It wasn't an off the cuff name included in a list of names or a image tucked away in the background.
"Easter Egg" implies that you have to find it. The Joker conversation was front and center and presented as the focus of a scene.
The in-credits and end-credits scenes would cease to be Easter Eggs if it becomes the status quo for the majority of movies.
