I love all the movies and jump from liking one the most. That being said, I think The Two Towers gains the most from its extended edition. To me it makes the whole movie flow better, and adds great scenes.

I like Fellowship the most. In terms of the difference between the movies and the books, though, I like Two Towers the most. The Two Towers is always the book that drags on the most for me, but the movie doesn't feel the same way to me.

The Two Towers benefits the most from the extended editions. The world building for Rohan adds so much to their culture and the characters introduced.
Faramir also benefits greatly from the additional scenes in the extended editions. We learn so much more about his motivations and backstory.
I’ve always said that the extended edition makes TTT a completely different movie.
TFOTR and ROTK’s additional scenes feel tacked on. They’re good, but don’t add anything to the story in the same way TTT’s do.

I would say the Two Towers Extended Edition gives the most bang for the buck. There is a ton of character development there.
That having been said, Fellowship will always be my favorite. I went in expecting them to try, and fail, to live up to the books but the film was so much better than I had dared to hope for.
