JK Rowling is constantly "rewriting" Harry Potter universe due to these inconsistencies

So dumbledore had this magic necklace that could go back in time. And instead of going back and killing Voldemort as a baby or at least not recruiting him and training him how to be a wizard, he gave it to hermione to take an extra class?

Dumbledore had a Time Turner that allowed people to go back in time. Except instead of going back in time to prevent Voldemort from rising to power, he gave it to Hermione in HP3 so she could take more classes. And then we never see the Time Turner again

False. There is one case where someone traveled back years: When they were were abducted by Delphini, she used the time-turner to travel back to October 1981 to save her father. She then destroyed it to ensure she would not be forced to return to the present via the five minute restriction.”

That was a 2nd generation Time Turner that was created well after the death of Dumbledore and completely irrelevant in regards to your OP.

LINK has all the FACTS u need.
You can only stay in the past for 6 hours at a time. But there's no limit how far you go.
However, by LINK , two other "true" kind of time-turners were created. The prototype only let the time traveller stay in the past for five minutes, while the improved model let them to stay in the past for as long as they wanted, and return to the future when wanted.

Your links both point out that
A) McGonagall gave Hermione the Time Turner
B) The 2nd Gen Time Turner was invented in 2020.
You should have checked those links before creating this thread.
