Everyone is entitled to their opinion.
No matter how dumb that opinion may be.

Once Upon a Time in the West is my fav. When I first saw it I couldn't understand why no one had told me about it. True classic. I found it under the influence of insomnia one morning. It didn't help.
I rank Josey highly. To those that have been mentioned I would add The Wild Bunch and Butch and Sundance.

I like Outlaw Josey Wales, but it does not make my top 10 westerns of all time.
Far to many Western classic that leave it far form the top spot.
Ford made many better than Outlaw Josey Wales, and Clint's Unforgiven is better.

FIFY. I know every line to Tombstone. The scene of Wyatt, Morgan, and Virgil hitting the town is stellar. This is when Wyatt meets Johnny Tyler in a not so subtle way in the bar. This scene is followed by Johnny Tyler coming up with a double barrel shotgun about to shoot Wyatt right there on the street in Tombstone. Luckily, Doc Holliday is on the street and shouts, "WHY JOHNNY TYLER!!! THE MAD CAP." "Doc?"
Wyatt enters looking at Doc with a grin, "Well, well. How the hell are you?"
Doc:" Wyatt, I am rolling. Morgan, Virgil (with a slight tip of the hat)."
Johnny standing there with bewilderment on his face:" Wyatt Earp?"

Is there a better western than Outlaw Josey Wales??
Absurd question (no offense). It's silly to try to pick one western as the best. There's a list of at least twenty that are in the running.
