Season 1 and Season 2 it was a (somewhat crappy at first) task force/special detail with an assigned DA and FBI help, kinda, on the Title 3. Seasons 3-5 it was mostly the Major Crimes Unit running the Title 3. Yes, the crew were initially detailed rank and file detectives, by midway S2 most of the core group were becoming experts at electronic surveillance.
Also most of the time when they were going to arrest a major target they had SWAT or other special units/backup there. One of the best S1 scenes is when SWAT shuts down the block to arrest Avon, but instead they casually go in assuming Avon hasn't used a gun in years.

In an interview some of the cast said they even had real dope fiends wander into sets trying to cop real drugs.

As far as the streets angle, it was realistic but that day of organization is pretty much done. I mean there are actual gangs but IRL one of his youngin's would have just popped Marlo and Avon, and Omar would have been taken out by some random kid or person quick. Think of modern day Nola or BR, its just young kids shooting each other all over the place and committing crimes on their own, no real purpose or leadership from older people.

Actually the mayor race was very real as was the drug free zone. Series killer plot was more Simon being pissed at the Baltimore sun.

We did have a guy in uniform who was former BPD and he said the department's inefficiencies were spot on.
From what I have read....the bpd was so bad that it was pretty realistic of them putting together the unit that went after Barksdale. Essentially there wasn't a real major crimes unit in the 80s and 90s that went after big drug dealers. Really just focused only on homicide.

Now a days but the show was mostly based on 80s and 90s and that is how it was and frankly in many ways still is. All the characters are based on real life
Like Omar was really the gangbanger Andrew's who robbed lots of drug dealers in the 90s. Even the scene where Omar jumps out the window is based on him, scene where he wears a wire is based off Andrew's and burns own cooperation as banger and cop.
