Lillard was such a thing in 90s teen type films. He had a lot of charisma and over-acted his arse off, but it worked. Everybody liked him in Hackers, Scream, SLC Punk, etc.

Weirdly, I actually watched Hackers for the first time ever about a month or two ago. It wasn't very good, but I chalk that up to me watching it about 30 years too late. But it was definitely entertaining enough for the 90s vibe stuff.
